HOUSE CONCURRENT RESOLUTION NO. 38

Requesting the Joint Committee on Government and Finance to make a study of the feasibility of allowing municipalities the optional right to adopt home rule charter plans of government.

Whereas, There are those municipalities that are desirous of alternative forms of municipal self-government than what is presently provided for in chapter eight of the West Virginia code; and

Whereas, Home rule is a viable alternative for those municipalities that are looking for ways to expand their sources of revenue; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to review, examine and study the feasibility of allowing municipalities the optional right to adopt home rule charter plans of government; and, be it
Further Resolved, That the Joint Committee on Government and Finance report to the regular session of the Legislature, 1995, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft any necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
